Due to the fact that some cops have switched into taking bribes to get people out of jail, I'd like to recommend that the money from the <bribe> be switched from wallet, to bank money, this is because most people don't carry around 1k (or $200+ for that matter) around where they walk.

This is a really good idea. Who is going to risk 1K of their money just walking around in order to pay off cops? Even before I took a fairly long leave from Syles, I saw cops always accepting bribes because the jail times were too long for players with high crimes. Of course it was rare that players had the money to pay in pocket. Some cops would free the player and allow them to go to the bank to get money to pay (since I believe cops can see player's bank balances, but correct me if Im wrong). If the player decided not to pay then they cop would either re-jail the player, or not offer bribes ever again.
Bribes paid from bank/debit card would be great.
