I have noticed that the health for cop ranks is a little wonky, I don't know if anyone is willing to go through and change all the cop ranks to make them all a bit more ok but here they are as is.

0 Experience - Police Medic [100 HP, 0 Suit, Pistol]
400 Experience - Police Officer [140 HP, 50 Suit, Pistol, SMG, Shotgun]
800 Experience - Police Sniper [140 HP, 50 Suit, Pistol, Revolver, Crossbow]
1200 Experience - Police Sergeant [130HP, 50 Suit, Pistol, Revolver, Shotgun]
1800 Experience - Police Lieutenant [160HP, 65 Suit, Pistol, Revolver, SMG, Shotgun, Crossbow]
2200 Experience - Police General [170 HP, 75 Suit, Pistol, Revolver, SMG, PR, Shotgun, Crossbow]
2600 Experience - Police Captain [180 HP, 80 Suit, Pistol, Revolver, SMG, PR, Shotgun, Crossbow, Grenades]
3000 Experience - SWAT [200 HP, 80 Suit, Pistol, Revolver, SMG, PR, Shotgun, Crossbow, Grenades, Slams]

So we see from rank 0(Police Medic) to rank 1(Police Officer) you gain around 90 extra damage resistance because you go from just 100 HP to 140 hp+50 suit=190 damage resistance but then if you go all the way from rank 1(Police Officer) to rank 7(SWAT) you end up at 280 resistance which is 180 more than you start with, so that means the work you do from 0-1 is the same health wise from 2-7 so i would suggest raising cop health at rank 0(Police Medic) to 100 HP 20suit then going up by 10 suit 10 health each rank and then 20 health 20 suit at the last rank up which would make people feel like every rank is a solid amount and it would end up at 180 HP and 100 suit for swat = 280 resistance. That is my suggestion. I would also like to note that the list of normal ranks could also be lieing about what you get because i recently ranked up to police and it is said to have 140 hp 50 suit but it actually has 120 HP + 50 suit which is a downgrade from the 140hp 50 suit i had at the rank 1(Police Officer)
